


This, in combination with inept human resources and scarce financial resources, has constrained the Caribbean Regions' social and economic progress in relation to maximising on the benefits to be derived from various projects. It has resulted not only in rapid and dramatic deterioration of project successes but it has also reduced the attractiveness for launching developmental projects in the Region. The current project management system in the Caribbean Region is constrained by identified institutional and policy issues which restrict project management performance and effective accountability of task.
